as a workaround, have you tried playing with the threshold parameter to filter the effect based on intensity of light sources?
Yes, of course/// But in some situation it's not help a more////
For example:
I must to get
very high Bloom effect only on the extremely bright part of the sky and completely remove that from all plant's and grasses///
With threshold parameter is some problematic on this picture///
of course i can to set brightness of the sky some higher, but this changing overall lighting for all scene /this main HDR for light//i don't need this---- and etc...:)
In short it turns out a little uncomfortable, look for 0.0002 parameter of threshold and changing Completely all around only for Bloom effect in correct place:))
One other example from commercial project:

Client asking to remove Glare and Bloom only from car and to leave this fancy on all windows and light bulbs of the building////
For this i have extremely lighting windows and bulbs and extremely lowering car light's///
but i don't want to make this, for me and client, overall lighting in scene is perfect---only glare not on the perfect place:)))
