actually, both GGX and layering are done

Unfortunately I lost that material((
But it very simple material: use the Blend with one mat with anisotropic reflection and second mat with blurred glossy reflection (a sort of ggx). In both mats use instance of noise in the Bump slots

Try to use scratch texture make it not very dense and for bump use 0,01-0,002 value. And the main thing is to put the fallof(fresnel) map in the bump slot mixing pure white and your texture.

Result lower.

If you asking about last image workflow that setup is:
GI: default.
Material: maxblend with 'metal' ior 20 dif 0.0.0 glossy 0.9 anisotropy 0.9 + blurred layer with ior 2 + bump with procedural noise.
Lights: two emitters. One 2700k and second 8000k.
