Overclocked 5960X + 980 GTX to max will rarely go up to 600W, so 550W is OK for 5820k. He can buy more to be save, but it's not necessary.
I really dislike close-looped water systems, but I especially hate Corsairs. Cheap pump, loud shitty fans, just mess for that money.
Keep Noctua NH-D15 and you get the same performance slightly cheaper and much more silent. And you can mount front-back fans and have super-silent PC (with Corsair you would mount the radiator up).
I don't think Kepler 760 is good buy anymore right now, if you don't plan on GPU rendering or playing games on max, get Maxwell GTX750Ti. If need more powerful GPU, buy 970. But don't buy 760. It was best performance/value GPU one year ago. but not today.
Corsair VS series is budget (towards lower end spectrum) PSU with CWT's design, I would probably go with better choice. You can stay with Corsair, and their HX/AX 80+ atleast GOLD PSUs which are made by Seasonic, or go Seasonic directly (or other reputable brands like Enermax, Silverstone,..or new boys
like BeQuiet/Goldflower/etc..)
SSD--- ) Samsung 850 Pro. For workstation, the price increase is both worth it for reliability (850 have 3D Nand already).
