Hi,
is there a quick way to make this preocedurally ? 2 tones of brick but eash tone is bundled together randomly

You can use Scatter to place the bricks on the ground, it even supports a running brick pattern. Then you can use the Scatter Surface Color map (https://docs.chaos.com/display/CRMAX/Chaos+Scatter+Surface+Color+Map) to apply the color of the underlying surface to each brick. So if you use, for example, a procedural noise map which has these clumps of whites/darks, you will end up with a result like your reference image.

Thanks for that,
the scene has a large number of different sloping areas that has me shying away from doing it as models so would prefere to do via map on the polys that make up the paving area
nevertheless this is a nice solution

In that case Corona tiles map is what you need.

In that case Corona tiles map is what you need.
@ romullus, just wondering why I can't see the "additional output 1" or the  Tile Color 1 , "Gap Color 1 " on the tile map, I'm using Corona R11
What noise settings did you use please,? mine looks way too blurry :-/

Your material has additional outputs set to 0 (default), you need to increase that value to the number of outputs you need. Say if you want to plug the tiles map to diffuse, roughness and displacement, you need to set additional outputs to 2, so it will be one default output + 2 additional. What noise settings did you use please,? mine looks way too blurry :-/

You can increase noise contrast by adjusting its threshold settings - decrease high and increase low. In my case it was something like 0,5 high and 0,49 low. If you shift threshold towards high or low, you will get more blacks or lows, so something like 0,35 high and 0,34 low will get you high contrast and predominantly white colours. Feel free to experiment with the values until you get result that you need. If you'll get the pattern right, but won't be happy with its placement, try to adjust phase. Hope that helps.
