Then all is working as intended :) "Render" does a final render, freezing the state of the scene it is rendering to how it was when the button was pressed, and while you might be able to make changes to the scene while that render is happening, the render will not stop and start over to reflect those changes. For the second use case, that's where IR (Interactive Rendering) comes in, and you use that instead - basically, Start IR is "I am just making changes to my scene and want to see them as I work" and Render is "I am done with changes and want a full-quality final render please".
