Odd (but cool) VHS like effect when tweaking Bloom&Glare

So, I am currently making a VHS found footage project where I will be using the Bloom&Glare node. I have managed to produce a VHS like noise effect when tweaking it. I have no idea how, but it looks super cool and I am not attempting to fix it cause it actually helps sell me the look.

The reason I post it here is because I figure its a bug since I have never experienced it before. Now, if it is a bug, I would like to propose it as a feature :D
