I'm not sure what I'm doing to make this happen, but it sometimes does. I can only see the borders of the render window. Whereas content area of the render window shows me whatever is behind the 3ds Max. Re-starting render fixes this, but is this known bug?

I've seen this happen in max before.
Are you using a multi-monitor setup, or a laptop with a secondary graphic card?

It is a known Windows 8 problem. Hard to hunt down and fix. You do not need to restart render. Just drag the corner of framebuffer and resize it a little bit... :) Or minimize and restore framebuffer while rendering ;)

Came here JUST to post this bug! Alas... It has already been addressed. LMAO.

I have a Windows 8.1 machine with SLI vid cards. So I have a double whammy on this one.

The VFB only disappears if I minimize max, on focus lost it recovers just fine.

But like others have said, slightly re-sizing the VFB window or min/maximize cycling fixes it right up.
