Hello guys, since a lot of HDRI have this black space on them, is there any way to rotate the HDRI so the black space comes down little bit?

You can rotate the environment in all axes, but I don't think that would help you, as you would basically move the horizon up or down, or even make it diagonal.
What may work for you is stretching the map horizontally a little bit and then moving it down proportionally.

You can non-destructively crop HDRI map inside 3ds Max, so that less of its black portion would be visible. This will stretch the map and horizon will shift downwards.
