Bloom and glare are a processing applied to the 2D image in post, so is not aware of individual lights, only aware of pixel intensity. You would have to create a separate beauty pass with no bloom and glare, a bloom and glare pass, then add a mask to the bloom and glare pass when compositing in post.

So, a feature request would be to have an option of "masking" by either premade image or using a mask pass of choice (alpha, object, material...)? Is something alike already planned?

Nothing planned at the moment - may want to submit to the Feature Requests section :)
