Hi everyone, I need urgent help I have a flicker problem, I did this animation and as you can see on the horizon the water generates a strange effect how can I solve it ???

What are your render stats? Number of passes per frame? Render time per frame?
The details visible far away are smaller than 1 pixel, so it is much harder to sample them. The ultimate solution is:
- rendering in higher resolution
- allowing more passes to be rendered

You can also lower the GIvsAA value in Render Setup > Performance from the default 16 to 8. This will allow better anti-aliasing at the cost of GI quality.
You can also try reducing the strength of bump/displacement on the water.

Last resort would be using some kind of temporal filtering in a post-processing app like After Effects. That would "blur" the different frames together making the animation more smooth.

well the reners out at  HD  1280*720, this for compromise between quality,and velocity.
Now only single frame out in 2 min about with a noise limit 4%. I use UHD cache.
I really don't know how to do it, to remove this strange effect.

Disable UHD Cache. It is unnecessary here and only adds to your render times per frame. Just switch to Path Tracing for both primary and secondary solver in the Performance tab.

Try either:
-rendering for more time
or:
- rendering your frames to 2560 x 1440 px resolution and then downscaling to 1280 x 720
