I forgot to post this the other day. I did some experiments with this. OK so the image with three cones of light is using a scene-wide Volume and each light is a different color. Looks great, but it render very noisy. Even upping the passes didn't seem to make a difference. I'm guessing the denoiser would help.

The other image, with the single beam, is a cone object with a volume material applied to it. I think this looks pretty good and it rendered faster.

Some good workarounds mentioned previously and yes we are artists at the end of the day and have to deliver in order to meet the expectation of our clients. Corona is my go to renderer for fast global illumination but for volumetric lights I have to achieve this by using the above mentioned workarounds.
