I am wanting to use bloom and glare in an animation, but I want to save it onto its own render element and keep my beauty pass without... just for extra control in comp.

Is there a way to do this.

(using 3ds max)

You mean like this feature that was added in v1.5: CShading_BloomGlare? Also then just add a Chshading_Beauty render element and turn off B&G
