I want to ask that  Is the resolution  of the texture affect the render time and the details in it affect render time , i know the resolution  affect the memory usage of the computer ???

Ondra confirmed that at the very least, a large HDRI texture will slow down a render compared to a smaller one. I can't see why large texture maps any where else might also contribute to longer rendertimes, no matter how insignificant they may be:

Because of this, I now always use a 1k HDRI to light my scene with, then just comp it over a 16k version in Nuke.

Answer is: "yes, but the degree (whether 0.1%, 30%, or any other slowdown) depends on many factors, like RAM utilization, computer specs, rendered view. The slowdown is generally expected to be much lower than in older-generation renderers (such as Mental Ray, Scanline). When in doubt, only way is to measure the difference for your specific scene
