Yes and no :- ). 3D Objects can be created frin using photogrammetry (direct method, a "true" photogrammetry), photogrammetry into point cloud meshing (Agisoft), laser and many other scanning methods.

the difference is in obtaining the data

photogrammetry utilizes photographs (or any other flat imagery, 2d data) / Comparing 7 photogrammetry systems by ATOR
3d scanning utilizes measuring, metering equipment (laser, sonar, projection of patterned light) to measure the distances & dimensions between surfaces in materialized reality > more precise
;) for thorough understanding follow links and study well
