The ones that come as a .mat file can be imported as a Material library. Rightclick the Material browser panel for that [see screenshot]
The ones that are not saved out as a material library have to be merged into the scene and you can use the material via a material picker and delete the imported geo or you open the max file and export the material as a .mat file yourself.

Max scenes can be imported as material libraries as well. No need to import geometry if you want materials only.

As for aforementioned website... well, the idea behind it is very good, but implementation is rather dissapointing. Besides, it looks like it is largely abandoned and and most of materials you can found there is rather poor quality. I'd suggest you to subscribe to Corona's youtube channel and watch all material related tutorials. Then you should be able to create much better materials on your own.

You, just change .mat to .max in the material library loading dialog.

Another thing is that we are planning to update our official materials library soon, and there will also be C4D materials...
