I haven't tested it yet, but how about disabling the "use global settings" option?

I have this bug with Omni light.. after saving and re-opening scene.. I made a video :)
Funny enough, I had a similar issue with a spot light some time ago, but it was fixed by deleting and redoing it.
Went as follows:
Spotlight adjusted, file saved, file reopened, spotlight had Cone params and intensity params changed, 100% reproducable, until I removed it.
Pretty sure it was a 3dsmax issue doe.

yeah, this is 3dsmax issue, I remember the "use global settings" derping out some time ago
