I'm trying to create a wall grazer light similar to the below using LED tape and a mirror surface arc as the reflector in 3DS/Corona. However, the light from the LED strip is being absorbed and not reflected. Is there a way to do this, or am I doing it incorrectly?

There are two issues here:
1) This is an extremely hard to sample situation, and will cause a lot of noise. Basically you would like to get sharp reflective caustics, and Corona is not yet ready for this.
2) Max sample intensity will clamp any samples brighter than the specified value (by default 20), so you will not get bright light reflected from surfaces. You can set MSI to a higher value (or to 0 to disable it completely and get no clamping), but again this will become very noisy.
