Just out of curiosity, what is the problem witn an in case PSU?
Usually they are terrible quality units from noname brands with no efficiency rating. You should get a PSU with at least Bronze 80+ rating, and generally good reviews.
Sometimes a company like Corsair, Cooler Master, etc. might offer a bundle with a good PSU.

I think your IT guy is either specialized in something other than hardware, or just not good :|

Jann offers very good advice.

Workstation tasks put tremendously more stress on the PSU than anything else. Both your CPU and GPU will often work at 100perc. , in their upclocked turbo rates and the least thing you want is instability. At best case, your PC shutting down during rendering, at worst case, your PC going up in flames :- ). Not even kidding.

If you are from EU and need to save some money, you can buy fully legal refurbished Windows licence through ebay (since reselling licences is legal in European union). Windows 10 Pro goes for 6 euros..

But never save on PSU. Reputable brand with bronze rating will go long way. You can go for budget PSU brands like EVGA, and models with attached cables to save money.
Also because the price difference between 500W and something like 650W is often very negligible, it's good to go for the latter capacity.

okay, wow...I had no idea on both those subjects....the PSU and the Ebay Licenses...I will check on that!

And yeah, just between us, I think the IT guy is just...well lazy. he's used to being asked workstations that need AutoCAD and Office mostly...so this new "AMDs and PSUs" Stuff is a little overwhelming.

Thank god you guys helped me out, I will pass along the information!

I'll come back with the full specs of the new machine soon! =D

Cheers!
