Is it possible to lock down your IR Window to a camera whilst working on the scene in the perspective viewport?

Yes it is. Just use the lock in render settings, and IR will be locked just like a normal render.

As said Proh, i am always work like this, if you not needed fixed view just change to perspective in that quad
