Your scene is affected by UHD cache bug, that was present in 1.5. Make sure you have installed latest 1.5.2 release, reset render settings and then flicker should disappear. On the other hand, you don't need UHD cache for such type of scene at all. Switch secondary solver to path tracing and forget any troubles about flickering GI.
