While there surely are things you can optimize or perhaps some unintentional mistakes in setup you have,

yours Ray/s seem consistent with you CPU performance ( http://www.cpubenchmark.net/cpu.php?cpu=AMD+A6-3670+APU )

Unfortunately it is very slow CPU, on par with current Intel Celerons or weakly clocked i3 dual-cores.

How is the background material made?

If you need such high resolution, maybe you don't need so much antialiasing (35 passes). You can achieve this by increasing GI vs AA - you will get better (noise-wise) GI at the cost of antialiasing.
