why chaos scatter doesn't respect the randomized texture map seeding?

Scatter at the moment can only read from the geometry's UV mapping, not from the results of a randomizer (I believe the same applies for the V-Ray equivalent mapping randomizer, Scatter doesn't process that either). You can always post a suggestion on the Scatter Ideas Portal (or vote for one if there's one already there) - https://chaosvray.ideas.aha.io/ideas?project=SCATTER
