Is there a way to make a scatter follow cutouts made with the slicer material?

Probably not directly, but you can try to use the cutout object as an exclusion driver for scatter. I think this should be possible, at least in 3ds Max. Hopefully you'll be able to find the way to achieve it in C4D too.
