Title: Displacement distance control?

Hi,

Is Displacement distance controlled solely by the colour value of a map in the displacement slot?  I have a scene with units set to Meters, but the smallest distance i seem to be able to displace is about a meter in distance..  This is with an RGB value of 1 (1-256).  Or is there some other option that im missing?

There are minimum/maximum distance controls in the main material settings
