How do you change the renderer to compute noise every pass instead of every 5 passes? Is there any drawback to setting it to calculate each pass?

You can change how often noise level is evaluated by changing adaptivity recalc. (passes) in render settings>performance>development/experimental stuff rollout (you may need it unhide it in system settings first). There's small overhead if you'll set it to 1 pass, but it shouldn't be anything significant.
