Hi,
I would like to build an absolutely new pc. The budget is around 4000$

Hi. Not a Threadripper expert, but I think the NH-U12S is too weak, and that you should take the NH-U14 instead.
Other than that it looks OK to me - but as I said, I'm not an expert :)
