Title: CML - increase MMB scroll rate

I don't know if it's windows, 3ds max or screen resolution related, but i find that material library's content scrolls at very tiny increments on MMB scroll. In its current implementation scrolling with MMB is practically unusable, one has to use scrollbar for that, which isn't very convenient.

I have noticed this too - but not sure of the culprit either.
