Hello,
my client ask me to render a ground plan without shadows. My scene is light by a HDRI...
Is there a way to achieve this?

Maybe render the environment with a solid color of 128 gray (or lighter if you want). This would give you a uniform lighting, no hard shadows but still some AO. You could plug the HDRi into some of the override slots like Reflection to get some color back in whatever reflections are visible.

object properties, uncheck cast shadows for objects or receive shadows at ground

You may also be able to get the result you want using render elements in photoshop. If you layer the CShading_Shadows pass over your beauty pass using the Screen blend mode, it should neutralize the shadows created by environmental lights. This has not always worked well for me with interiors, but you won't have to change anything in your scene to try it, so I think it's worth a shot.
