Title: More lights = more noise?

I'm not sure if it's a bug. If not, I'd like to know why this happens.

Same settings, bucket rendering, one pass. Same happens in progressive mode.

Also happens with non-ies lights.

It was always like that, and not only with IES. Sampling is divided into many copies of the light sources.

This is perfectly normal, more complicated scene, more noise. When using 3 times more lights you can increase light sampling multiplier by 3 times to get (approximately) same amount of noise at cost of rendertime increase.

Just to be sure, if you have time, i would compare it with Alpha 4 and Alpha 5...  just to be sure :)
