What is a good Material Manager (for all engines)? Or how are you guys organizing your library?

I know this one:

And that one by VizPark which seems to work with standard materials as well:

Is Siger Shaders compatible with all engines?

Are there any good tutorials how to set up and use the Material Library that comes with Max?

MRPmax as manager compatible with any rendering engine. You can organize material libraries by renderers (in separate root directories). Only Material Lab scenes and thumbnail rendering (currently) is compatible with V-Ray and Corona.

Project Manager (https://3d-kstudio.com/product/project-manager/) is independent from renderer.
So you can use it with any renderer.
Also it's only-one plugin what supports to interactive rendering of materials.

How are the textures from Siger regarding (world) size and quality?

Yes - you can save materials from selected objects with UVW Maps, UVW Xform and VrayDisplace.
