is there a way to convert bump map to normal map?

Yes, but result will not be much better than from original bump map. There's some programs that designed to do that - crazy bump, knald, ddo as well as bunch others, including free ones and plugins for photoshop.

bump maps dont work with ue4. need a perfect reflector which uses math calculations,  gray scale info to rgb ( vector ) info.
