Right/
This from Hue power=0/
With =0 /turn off/ position using more color from cool sky lighting on background///
With =1 position more color from nearest image color///
I understood it in that way///

Where is the "GLARE" tab in the Corona interface?
I can´t find! Please help :)

This option exist only in Last Daily Builds in Corona VFB post Tab menu///
In official version 1.4 this is not present :(

Bloom and Glare is new in Corona 1.5, so it is only available in the daily builds at the moment (daily builds are available to all with a current FairSaaS or Box with Subscription license). Here's a grab of where you will find it, in the Post section, if you install and run a daily build.
