Title: I cannot import bmp or HDRi

I am watching the tutorial entitled Tutorial: Environment HDRI lighting. At approx. 2:30 it instructed me to get an environment map from a downloaded file. When I go to retrieve it only gives me the option to import items with the following extensions .mat, .max, and .chr. What can I do?

Watch carefully that tutorial again. You've missed something, because from what you described it looks like you're trying to open mterial library, but not an bitmap texture.

It would be great if you could show screenshots of what you are doing. Then we could show you screenshots how to do it properly. :)
