yes, normal maps should always(!) be loaded with 1.0. Same for displacement maps, reflection etc - Everything non-directly-visible (which means: maps that are used for controlling specific effects)) ;)
But tangent is definitely broken here.

could you please tell me how to do that? :)

I want ask how to make proper material for tree leaves using translucency slot because whatever I tried it seems doesnt good for leaves.
The geometry is single faces only

Unfortunatelly, it is not possible yet. But it's known issue which i am convincing Keymaster to fix for a while already. Hopefully, it will get through to the next alpha. As a temporary solution, you can disable usage of custom material editor scene in the render settings. That will revert mat. editor previews to old, but less noisy ones :)
