Hi,

I was curious if anyone knows how to create a texture like this - see attached. Its a powder-coated rust-like texture.

You can simply use noise to create this.

It all depends on your situation. For extremely close-ups, displacement will work better, of course. But if you render it from some distance, then you can use normal bump and gloss/roughness textures only, IMHO.
