I searched the forum on volumetric light but not found any post explaining how to do just right. Anyone know explain how it works?

yes it was this post that I saw but did not explain how to do this effect

Basically you make a big plane with translucent material and animate it moving towards/away from camera, perpendicularly to camera. Enable motion blur and voila!
