I bought the corona license for 3ds max in version 12 and did the typical installation and I can't enable chaos scatter. apparently it didn't come in the installation package. how do I proceed?

The original reporter had started a support ticket #267260 and his issue was resolved by changing the Windows username so that it does not include any special characters (only simple Latin characters). If you are experiencing problems with Scatter, please try that solution as well.
