In my tests I found that the Phase parameter for the new clouds doesn't do anything for the cirrus clouds but for the stratus and cumulus type ones. I think it should be relocated in the GUI.

The seed parameter also does not alter the cirrus population / distribution. It'd be nice if it did.

Correct on both counts - Cirrus are generated by a different means  (think of them as more like a static map), so seed and phase do not affect them.

^Yep. To get some variety from the Cirrus clouds you'll have to adjust the clouds offset. :)

So my point still stands: Phase has no justification to be placed right to the Cirrus amount because it does not do anything related to this type of clouds.
It is just misleading.

Phase determines minor perturbation of the clouds to simulate their change over time. This can be useful for animations or timelapse style renders. ;)

Should just be the sun very low in the sky, perhaps even below 0 degrees.

A value of 0% means there will be no clouds in the sky, whilst a value of 100% means the sky will be fully covered."

As Tom mentioned, drop the sun below the horizon to illuminate high altitude clouds. Here I set it to -2. :)
