I searched the forum on volumetric light but not found any post explaining how to do just right. Anyone know explain how it works?

This image taken by DeadClown in this forum. Here shows exactly what I need, but it does not post explained how to do.

Basically you make a big plane with translucent material and animate it moving towards/away from camera, perpendicularly to camera. Enable motion blur and voila!
