In general for advanced "wrinkling" like this, that's not a material issue, that's a simulation issue as it needs to be done in geometry, and using physical simulation. You can use native cloth simulations in your host software, or third party items like Marvelous Designer.
(And if that is not possible and doing it in a material is the only way, best thing is to paint it yourself - can be done in Photoshop. The realism of the result will depend on how well you can paint it, though :) A greyscale should work to act as a bump map).
