-low resolution

The two kinds of movement are completely different in terms of speed, axis, and range. The real life eagle looks like he is basically taking quick looks in some specific direction, like focusing on prey. The one in your animation looks like he is shaking off some water or bugs off his head and it is twisting its neck in an unnatural manner.

in truth eagle can twist his head during the flight as he wants, /not only straight ahead, following specific mathematical formula or AXIS and RANGE, and TERM'S OF SPEED :))) /- as seen from the large number of examples :)

here better example with what speed he move head, he just looking at targets not shaking his head, it is same  for all birds they can't rotate head so slow it reflex of something, like sparrow always jumping

First version, /not present here/ was with jumping movement of the heads, i have remake some key's in for next version(Bilbo Buggins landing on the Rock):/
