Don't know if this bug or not, but if it's possible to do reflection of constantmat so bright as reflection of emitters and lights

This is a feature for some reflections (but not others, like maru's) - it is a slight bias caused by using non-zero max sample intensity + nonshaded mtl, because nonshaded MTL is not treated as a "full light". This has some advantages and some disadvantages, such as this bias you have encountered. If you set max sample intensity to 0 (special unbiased setting), you will get the same reflections from both

I know about MSI 0 or more 1000 for example 
I ask for equal reflections with default MSI 20. It is not possible?

no, you either need to go unbiased, or use proper CoronaMtl with emission, to get 100% same reflections

for some speed optimisation with meshlights because emitters do noise much more than light with "meshlight" from constantmat
