This is what I would do
1. Tile and normalize the texture like this
2. Desatureate the image like this

(This is Max related, don't know if C4D has falloff) Create a falloff map and plug the color version into slot 1 and 2. The settings would look something like this.
4. Plug the desaturated version into Bump and Displacement, play around with the settings until it looks right.
5. Shader setup, haven't played with Bump / Displacement values.
I would try to get a crisper image though, it looks very de-noised. Almost painterly.
