You may want to experiment with it to control the opacity channel in a Corona Light material.

Save to an image sequence like PNG which supports an alpha channel (as a note, you should always render animations to image sequences and composite to video later, never direct to a movie format - e.g. if the power goes outwith saving to movie, you have to start from the beginning, with saving to file sequence, you start from the next frame and carry on; and so on).

The first step was to understand how neon bars are made. So, it´s very important to recreate the tube woth some thickness and another one thinner to simulate the gas inside the tube. The contour tube is a simple glass material and the "gas" is a self-illuminated material with fallof at diffuse to darker the border of the neon a liitle. Also, I used a shinny black material between the letters setting ID for those polygons.
The environment is an HDRI with two square area lights.
