As the title suggests, if I enable Tone Mapping overrides in the camera, I can still change the tonemapping in the frame buffer.  That suggests it's not overriding anything?

Hi,

It is overriding correctly.
In the VFB the tone mapping of the camera (or global tone mapping in case of free view) used for the shot is previewed.
If you enable Camera tone mapping override, render that view in VFB, and changed the settings, you are changing the settings of the Camera's override.

If Camera has no overrides, Global tone mapping is used.
