But doring any CPU usuge (rendering or stress testing) CPU runs only from  60 - 85 percent of its power.
Temperature is around 62°

I checked power managment, its set to actice.

I am sure there are many suggestions already on this forum. The first ones would probably be:
- Make sure you have all drivers fully updated
- Make sure you have Windows fully updated
- Make sure you have your BIOS fully updated

Sorry to resurrect this, but I had the same problem, drivers, etc were all up to date, and I fixed it. The problem turned out to be CorePrio, that lauded program that was recommended early on in the days of the 2990wx to get windows to better use the NUMA nodes.

So if you look at your CPU usage in task manager and set it to NUMA and nodes 1 and 3 are ~70% while 0 and 2 are 100%, and you are up-to-date with windows and have CorePrio installed. Try uninstalling it.

Hi Dippndots, I just bought a 2990wx (I know it's outdated, but I bought it in a good price). I was wondering on how you fixed this issue? I'm currently experiencing it and would like to know what actions you made to fix it. I'm aware about the CorePrio, but it didn't fixed the issue about it. Thanks in advance!
