He meant that folders on the shelves are positioned upside down :)

Well, it really depends where those folders are... (hole is there for picking it with your index finger)
- lower shelves hole up
- higher ones, hole down

border between Low & High is ~ in the line of eyes :)

oh, and personally, i'd prefer 'sharper vision' ;)
